Receptacle Labeling

I have searched this forum and read NEC Article 406 but can't seem to find a requirement. Are receptacles required to be labeled with panel and circuit number? This is a new commercial facility in North Carolina. None of the receptacle covers are labeled although every other project they were. GC says, "wasn't in the specs".

There is no NEC requirement to label receptacles with circuit numbers
