I know that a flexible is not allowed to be installed above a ceiling space but what about a receptacle? A local inspector told me that recepacles are not allowed to be installed above a ceiling. Is this true I was searching the NEC but could not find the statement that either allowed a receptacle above a ceiling or did not allow this any thoughts. two additional questions is there a site that would inform me what edition of the code a certian state has adopted? and last but not least what are some thoughts on ac hipot testing utilizing a tan-delta system? I have read that a dc hipot can damage insulation but the ac hipot tan-delta that measures phase angles does not is this true? what are the advantages / disadvantages of either type of testing. thanks in advance for your help / thoughts.

As for the outlet above the ceiling. Yes you may install an outlet above the ceiling. No you may not plug anything into it that is not attended. 400.8(5)
