Receptacle locations in kitchen

Are there any restrictions to mounting a receptacle at the floor level in a kitchen island or also what about inside kitchen cabinets?

I agree with Derek you first must comply with the required receptacles after that you're free to install additional receptacles just about anywhere that you want. The additional receptacles would still need to comply with the SABC rules.
