Receptacle on end of cabinet counting as small appliance receptacle for countertop?

A GC of mine hit me with a question I'm not sure of, mostly because I've never seen it or had to do it.

He has a small 16" cabinet to the right of a sink, that's the only cabinet there. Since it's more than 12" it needs a receptacle. There's no backsplash for this section. Window moulding is basically touching the counter. So it doesn't fall under peninsula. To avoid a pop-up which the homeowner doesn't want, would an outlet in the end panel of the cabinet suffice? I'm looking at 210.52(C)(3)

(c) covers countertop and work surfaces
(3)covers those receptacle outlet locations. A sub (3) approves below countertop.

It does seam pretty cut and dry just wanted to hear some thoughts.
