Receptacle Required Near A/C Condenser

I know we are required to install a receptacle near an A/C condenser. Is that part of the electrical code or the mechanical code? What is the Article / Section that applies.

It is also required by both the 2009 IMC (International Mechanical Code) and IFGC (International Fuel Gas Code) section 306.5.2.
