Receptacle terminations

Where is it addressed, in UL or NEC the restriction of using stranded wire in a wrap around screw termination? For example at receptacles and switches.

This practice is not restricted by either the NEC or UL. Per the UL listing RTRT.GuideInfo:

Terminals of the wire-binding screw, setscrew, or screw-actuated back wired clamping types are suitable for use with both solid and stranded building wires
