Receptacles hanging from busway

The company I started working for has areas with busway running along the ceiling. 208/120 3ph 4 wire. They have 120 volt duplex receptacles hanging from the switches and are using the grounding lug of the bus for the neutral and the grounding conductor. The panels that the busways originate from have the neutral bus installed and is connected to the transformer. I maintain that any current imbalance is now being imposed on the grounding system and is a hazard. I am looking for some feedback because I feel it violates code because the neutral is bonded after the service. I need to identify the potential hazards to employees.
