do boxes in the garage area of a car dealership have to be explosion proof if there is flamable liquid near or does it depend on the height they are mounted at

There are many things that can make it classified or not or to what level, as said you need to study 511 really good to understand what you have, mechanical ventilation can change allot of requirements, the type of fuels used in the vehicles can also be a big one, so after studying 511 and paying attention to 511.3 then ask questions as to what you have in the garage, also one point, you will see remarks about the flash point of fuels and or other liquids involved, for the most part windshield wiper fluid is not classified as well as diesel fuel because it's flash point is above 100?f gasoline, NG, LPG, as well as hydrogen are, lighter then air fuels also have different requirements such as natural gas or hydrogen which will require classification up to within 18" of the ceiling, while fuels that are heavier then air (gasoline, LPG,) will only require anything below 18".
 
A lot will depend on how is the "... flammable liquid near ..." is contained and/or controlled; but, for the most part, if it is a typical garage (major or minor) the classification can just follow the guidelines of Section 511.3 and, odds are, it will only be Division 2 at worst.

After the appropriate classification has been determined, the installation simply must be consistent with the classification [Section 511.3 main text] with the additional caveat that there are special rules for wiring and equipment above Class I locations in garages [Section 511.7].
