Receptacles in bottom of wireway

I have a customer who wants receptacles mounted in the bottom of a non-metallic wireway. This is an industrial application. The receptacles would have a hinged cover, but would face down; plugs are twist-lock.

Article 406.5 says that receptacles shall be mounted in "identified boxes or assemblies", but I don't know if this included wireways (trough).

NFPA 79 5.3.3.2(5) says that the receptacle shall "be in sight from the operator station and be readily accessible" when it is the disconnecting means (it is). Readily accessible seems OK, but I'm not sure if face down makes it visible.

Can you see the cord cap when it is plugged in?
 
Can you put a single gang box inside the trough, and mount the receptacle in that?

That doesn't address the disconnect question though.

Right or wrong, I've done that exact thing in a suspended gutter situation.

Chased a 4 square to the bottom of the gutter and mounted the receptacles in raised cover on that.
