Receptacles in cabinets - Hotels

Is it against code to install receptacles inside cabinets? Here is the situation. The dining area where breakfast is served has outlets inside the cabinets so the cords for waffle irons ect can be plugged in and then locked so the public can not disconnect. There is no sink so no GFI requirements? 2014 code

Even in a residence a receptacle is allowed in a cabinet however it would not qualify for any required receptacle in that area
 
I will check later, but I am pretty sure New York state Fire Code prohibits putting appliance cord through the furniture or other hidden place. check your local fire code and NEC amendments.

Do they prohibit desktop items from having cords through grommets in the desktop in offices or similar applications?
