Where is it in the Code that covers the location (distance, etc.) of receptacles in offices? All I can find are locations of receptacles in dwelling units.

In general, the code does not require that receptacles be installed in non dwelling occupancies.

It's not in the NEC. It's a design choice, and the choice is essentially up to the owner.
