Receptacles layout for conference/meeting rooms

Need to layout two conference rooms, each with glass walls.
The biggest one required at least one floor receptacle, but smallest one doesn't
How I can do along glass walls? Do I need put floor receptacle instead of wall using 12 feet rule?

you did not indicate your relation to the electrical industry. Are you a builder, designer or ? update and repost. But I can answer your question...for a non dwelling unit no receptacles are required.
