Is there any code which addresses the distance requirements or spacing of a receptacle or other electrical equipment from a gas meter?

Yes, this issue is addressed in the various fuel-gas codes (IFGC, NFPA 54, NFPA 58, etc.).

The power company in my area has its internal regulation, called the Blue Book, that I am supposed to know and follow when I do work for a customer of theirs. In the Blue Book there is this instruction:
I'm sure this varies from PoCo to PoCo, and it does not show up in the National Electrical Code.
