Welcome to the Forum.

The NEC is "permissive" in that it largely tells what we "shall" do, but it is not all encompassing "descriptive" for every possible installation. That is, there is no citation for
3-120 volt 250 watt wallpack lights and 2 receptacles on the same circuit.
To help answer your question, more detail will help. Also, did someone tell you there is a Code violation, and if so, what passage did they cite?

The relevant code article is 210.23(A). First, it tells you that you can put lights and other devices on the same circuit. Secondly, it gives load limits. In your case, you have a total calculated load of just under 1300 VA. I get that number from three 250 watt loads (taken at 125% because they are continuous) plus two receptacles at 180 VA each. That does not exceed any limits imposed by 210.23(A).
