Is there any state ordinance about this? An Inspector in New Jersey just fail my rough in, this is a small learning center no ADA comliance, saying my recept were too low ( 13" to bottom) and my switches too high ( 52" to bottom), the GC was there to pass the inspection, (we agreed on that, usually I am there) and call me saying the inspector failed us.
 
Barring any ADA requirements I believe the inspector is wrong. What violation did he cite? NJ has no local codes that amend the NEC.

Are you sure that ADA compliance is not required? It's really hard to find anything ( business, public area) that's not covered. Just a thought.

Other than a residence I just make sure that everthing is at the required heights, just to make sure.
 
Small learning center with no ADA requirements? I don't about NJ but in my area, all commercial buildings have ADA requirements. Besides why would you not adhere to them just in case?

ADA 4.2.5* Forward Reach- 48" to top and 15" to bottom.
ADA 4.2.6* Side Reach- 54" to top and 9" to bottom (there are very specific clearance requirements for side reach).

Technically that's true but most GCs would just expect you to know about ADA requirements. You may get them to pay you to change the boxes out once but I doubt you would work for them again.

The only way I would mount a receptacle at such a low height on a commercial job is if it were a job spec. and even then I would question it. The same with switches.
 
Here is CA there is no exceptions on ADA either. no higher than 48" to the center of the switch and no lower than 15" to the center of the receptecale.

And of course there are different requirements for counters and such.

I'd be inclined to ask about the heights before I even mounted the first box.

13" sounds like hammer height.



i put receps @ 18", switches @ 44".

we had an arthur rutenberg contractor here (now bankrupt) that required switches to be 36" to bottom. ( <-- that was residential)

48" t0 the top of the box for most switches, and 16" to 18", to the bottom of the receptacles. Keeps you in the ADA requirements, and most customers happy.
