I recently looked at a job in a small machine shop where they want us to relocate about a dozen receptacles because they are rearranging their machines. About 6 of the receptacles were 120/208v 20A (3 pole 4 wire) twist-lock receptacles serving machines that have no neutral . The circuits were 2 wire w/ ground and they had used receptacles and cord caps they had already to save money, just not using the neutral lugs in the cord caps and receptacles. They want us to reuse the existing set-up rather than buy new 2 pole 3 wire receptacles and cord caps. Is there any reason this set-up is non-compliant?

It would be fine, IMHO, to use those receptacles if you supply a neutral to the receptacle even though there is no neutral in the cap and cord.
I would not recommend using the pair without a neutral to the receptacle, since that would be both a standards violation and a potential hazard.
The fact that it is a twist lock does make inadvertent misuse far less likely.
If I did it anyway I would put a "208V, no neutral" label on the receptacle.

If they don't want it done right, walk away. Someone in the future might have something that needs a neutral and gets injured. Guess who is to blame.
