Is there a method for recepticle placement in a commercial building

Yes, put receptacles where the customer wants them and don't put them were they don't want them.

Other than a few specific places like at a HVAC unit there are no requirements as to placement.
 
yes. One that is tried and true. You ask the owner/occupant where he/she wants one and you put it (them) there.
Then add the Code required one withn 25 ftof the HVAC equipment, and the one possibly required by 600.5.

so engineers just put convienance recepticle wheir they want to because in a large commercial building the customer cant predict where they want every recepticle
 
Shaw, is this the same design/build day care center you had the lighting Q about?

If so, I'd suggest you take the time to walk through one or two of these places to see how they're set up, what the operators like and don't like etc so that when YOU design the device, luminaire (and switching) it actually can do what YOUR client wants from it.

Like in the lighting thread you'll find that good device placement will be entirely based on meeting their needs. (Plus the 2 or 3 the code calls for)
