It usually depends on what the space above the ceiling is. If it is between floors it may not have insulation for thermal reasons but still may have insulation for sound reasons. If it is a suspended ceiling whether removable tiles or not there is often another structural ceiling above that that likely is insulated.
Older buildings where they have lowered the ceiling at some time is hit and miss - sometimes they will put insulation over top of suspended ceilings. If the space is used for environmental air they usually do not put insulation in that space but do put it above the structural ceiling.
