recessed outlet rotted

I have a metal box that was recessed in concrete that rotted out so much I can't get a cover on it. Looking for some creative code friendly solution to this. Can I just mount a Red Dot box over it and silicone or put some sort of weather proofing around the edges?

Looks like they painted exterior concrete with latex paint, effectively locking in moisture.



The concept is the same, i know it's not brick.

If it were me, I would just chip that box out and put in a metal OW box.

The conduit comes in the side so I am not sure how I would get it back in.
Are the box ears in good enough shape to run a tap through and use the threads?
No screw are broke off in the threads and heavily rusted in it.
I like this, I just wonder what an inspector would think about it

Sorry. Could not see that it was conduit, but probably should have guessed from the wire colors.
