1/12HP recirculation water pump is 120V single phase has 20A breaker. What code section says it needs 20A? Should it not be 15A?

Does the manufacturer specify FLA and max OCPD?

No just hp voltage
Well, I know Grundfos pumps have internal overload protection, so I don't see circuit size mattering. 15 amps is more than enough for HP rating. It's like a box fan motor. It's tiny.

Allow me to clarify my answer. I have seen these small motors on general purpose branch circuits so often that I didn't review the Code well enough. Thankfully a more knowledgeable moderator noted my reply.
After review I believe IF the only load was the 1/2 HP motor, the circuit should not be larger than 15 amp per 430.52.
If there is addinal load on the circuit then a 15 or 20 amp circuit would be allowed per 430.53
