Reclassified Class 1 0-10V Circuit Protection

I have an inspector asking for NEC 725.43 Circuit Overcurrent Protection for reclassified 0-10V conductors (via NEC 725.130) that originate in a room lighting controller. We have used this method of reclassifying the conductors previously with other inpsectors without issue. I'm not sure how to go about responding to this, or even how to protect the conductors. Any help would be greatly appreciated.
 
Sounds like that is a function of the lighting controller. If the lighting controller is Class 2 you are out of luck. You can reclassify the conductors but not the controller.
