reconnecting 13.8KV generator

13.8KV generator had cable failure,generator used to power a petrochemical plant driven by steam turbine,alternate supply fro local power company.Repairs are finished but the plant was restarted on power from local power company .As the turbine that drives the generator also drive a compressor the shaft of the generator is spinning at normal speed.
The exciter field wires are disconnected and the generator breaker is LOTO and also racked out .There is a residual voltage of 500 volts measured across the disconnected generator output terminals.

With proper PPE and and procedure,including sheeting off output terminal box with insulation and sleeving all wires is it possible to connect the cable back on to the generator output terminal?
