Is there a min height for recpt mounted in 1/2emt above a mobile work bench

For your application, you don't even need a receptacle at all. You could even mount it ON the countertop, with a tombstone housing. This is quite common in labs. Resist the urge to create code when you think that there simply must be one. There's nothing that applies to you, except for not face up.
