rectification of working clearance

Hi guys! Is it allowed in NEC to rectify uncomplying working clearance by means of splicing box? we have a scenario here in where the 277V LP is in front of a 480v PP with having only 35inches clearance while the code requires 48inches. these panels are already wired and tested. we are planning to provide a splice box on the current location of the LP and connect it to the new location of the LP.
 
You will still only have 35" of working space? You need 3' 6" as with the splice box you would have Condition 2 of T 110.26(A)(1).
 
apologies... actual working clearance is 42inches and the required is 48. i attached another drawing for better understanding of the scenario.
