reduced High leg

I have a 400amp, 120/240 delta highleg system that is feeding an existing building. We are replacing the tired existing meters and disconnects and would like to reduce the high leg coming into the meter and gutter. From the service I am feeding one 200amp, (3 phase) panel that has an A/C at 100amps, the rest is lighting and Receps in a warehouse and another 125amp, (1 phase) panel for lighting and receps in the office area. How do I reduce my high leg? since it only feeds a 200 amp panel but is in a 400 amp
service?

Does this service have a single service disconnect or multiple service disconnects? Is the service OCPD fuses or breakers?

Thanks for the reply. This service has a 400 amp meter can with 3" riser (for 500's) feeding a 5' x 10" x 10" gutter that feeds two fused disconnects, one @ 200 amps (3 phase) and one @ 125 amps (1 phase). This is a retail store with one 3 phase requirement, the A/C.

In that case, then the conductors are permitted to be sized per the calculated load. This could result in the use of 3 wire sizes, with the grounded conductor one size, the high leg another and the other hots a third size.
