reducers

I'm looking for a code artical that say's somthing about reducing your conduit from on size to another befor a fitting ,coming from underground to an above ground instalation.

Sorry no code ref. but this is what an ei told me. I had a conduit run in a class one div. one area. Conduit could be filled 40 % but the seal off only 25%. He suggested oversizing the seal off and using re bushing. I didn't have to do it because I showed him I calc'ed the entire run (12') at 25%.
