reduction in branch circuit wiring size

Is there a code reference that allows me to reduce my conductor size below the ampacity of my breaker at a J-box where my loads split on a terminal strip and the reduced conductors are longer than 25'?

a few allowances for specific conditions such as 240.21 (B) 4 and 240.21 (B) for example

My money's on the OP wanting to reduce a 20a lighting circuit down to 14AWG for the switch loop and/or switch leg.

210.19 has undergone substantial changes since the 1999 edition. For household ranges and cooking appliances, there's a tap rule that might apply. :) 210.19(A)(3) The 25' would be excessive, though.
