Reduction of egc

If one is upsizing conductors for voltage drop let's say to parking lot lights can the sizes be reduced back down to meet the required overcurrent device size from say a pullbox 10 ft away to the pole?

Yes to the question asked but the OP title mentioned EGC reduction so keep in mind that whenever ungrounded conductors are upsized for any reason the EGC conductor must be increased proportionately.

I'm not sure I understand the question. I think you are talking about "upsizing" both the phase conductors and the EGC from the breaker to a junction box. Then, from the junction box to the load you "regular size" the phase conductors. You are asking if you can "regular size" the EGC also. If that is the question, my answer is yes.
