redundent grounding in patient care areas--the double ground must go back to the panel the the branch circuit comes from--if that panel is a subpanel
must it continue all the way back to the main panel as well
 
No, the requirement for a metallic raceway or cable that is recognized as an EGC per 250.118 and an insulated conductor is only for "Branch Circuits" supplying Receptacles and Fixed Electrical Equipment in Patient Care Areas.

It also includes lighting that is 7'6" and less that a patient has access to switch in patient care areas as well
 
Bea, that would pretty much be covered under "Fixed Electrical Equipment in Patient Care Areas" as I stated in my post.

Note that above 7'6" the insulated conductor is not necessary but the EGC recognized metallic raceway or cable sheath is.
