refrigerant lines above panelboards

110.26(F)1 applies. If refridgerant lines are over the panel a drip pan deflecting any water is usually is installed and is required to be 6 feet above the panel.
 
I agree. The space directly above the panel, to a height of 6 feet above the top of the panel, can have no pipes. If there are pipes more that 6 feet above the panel, then there must be a drip shield, and even it muse be more than 6 feet above the top of the panel.

You can run the pipes over the working space, as long as they are 6.5 feet over the floor level.
