No. It is permitted to be on a 15 amp individual branch circuit or on a SABC.

And that is if it is in a kitchen, dining room, pantry, etc. where SABC's are run.
A refrigerator in any other location doesn't really have any mention of of dedicated circuit unless it would happen to be large enough load to kick in rules of 210.23(B). Most typical household refrigerators don't have a load rating high enough for this to be an issue though.
