Per 200.7(C)(1), am I correct in that a 2-conductor NM cable with ground be used to serve a 240V outlet where the white is reidentified as a phase conductor?

I didn't check the code reference, but you are correct that in 240v situations the white is wrapped with black or red (or any hot color) tape to re-identify it.

Yes... reidentify... don't be lazy. It sucks opening a box and seeing a useable black and white wire only to meter it and discover it's 240V. If you don't like tape... take a sharpie to it.

Yes, also because the NEC takes into consideration how cables are manufactured.

I'll use liquid tape to re-identify.

I usually use a Sharpie, which also provides color choices. A small notch or hole in the tip makes it easier.

Keep in mind, if you don't circle all the way around the conductor then you have not properly identified it. I've seen a lot of people just paint a long stripe, but that is not an acceptable means of re identifying
