Am I correct to assume a relay logic ATS will not meet the requirements of NFPA110 and in turn not be allowed in an NEC article 700 system?

Are you concerned that the various monitoring and time delay requirements cannot be implemented with relays?

I disagree. They make time delay, time to drop out and voltage pickup/drop out relays, ie Dayton makes some good ones.

NFPA110 requires that if the generator source fails while in emergency, the ATS transfers back to normal if at least one phase is partially live.
