If I am understanding your question correctly, the 2006 IRC electrical section is derived from the 2005 NEC. Appendix Q, starting on page 643 of the 2006 IRC has all the cross-references to the 2005 NEC.

If they keep with the standard procedure, we run 2 years behind on the IRC and 3 years on the NEC with regard to residential work. It is adopted mid-year. I am not sure what the procedure is for commercial.

We are safe from '08 until July 1, 2011 barring changes.

We have until 9/2008 to COMMENT on it's adoption.
