Remodel patient area

My question is- If a Contractor only takes the receptacles and turns the outlet ground up in 3 patient rooms and does not rewire anything and the walls were never opened up for new sheetrock, does the Contractor have to do redundent grounding of the outlets & have Hospital grade outlets. Further Note: the electrical boxes are plastic and the conduit system is non metallic (blue smurf tubing) and the coverplates are plastic. I know the Inspector is the AHJ but I was wondering what the opinions would be.
 
I think its okay provided it was code compliant when installed.

Why would you bother to a Contractor to come in to do that and then get an inspection? Waste of time and money ... I think.
 
When was the original work performed? I would bet it was done illegaly from the get go. I am pretty sure the redundant grounding requirements go back to before plastic boxes came about.
