Remote ballast

I have 277 V coming in the ballast but 347 volts leaving ballast. Could this be a manufacture error or a error on my part. I do have another remote ballast that is acting up the same way. These two ballast are 6 inches apart from each other. The ballasts are nultitap that consist of 120, 240, 277, 347.

That's because the taps act like an auto-transformer.

User error.

If I tied in the 277 tap, then why is it coming out 347? There is a 347 tap but I used the 277. All of the other ones are working fine.

If I bring in 277 v why than it would come out 347? How could this be a user error and if so what are the proper steps to fix or troubleshoot this error?
