Remote heads?

I submitted plans for review for a commercial bakery. The front of the store is public accessible. The plans came back demanding the (2) emergency egress lights that I show on the print must have remote heads, allowing one of the heads to be mounted outside the exit (pointing outside). I'm not sure where they pulled this code from. IMO, an egress path is just that, a path. Once you reach the door, the light has done it's job. I've had problems with this county/ reviewer before. Is there such an article? Is there such a light? Is it a requirement for public access? I just finished a factory in the same county and no mention of such a light on that building. What's going on?
 
The means of egress ends in the exit discharge, which has to lead, I think, to a public right-of-way. Probably need to look in NFPA 101 to find the requirement, but they should have asked for two remote lamps outside if they were going to ask for any at all 700.16.

The public right of way is the side walk, which is right outside the door which your foot hits on the first step out the door. I'll check on NFPA 101.

the exit discharge, shall be illuminated at all times the building space served by the means of egress is occupied.

There are several exceptions, but your bakery is an occupancy which does not qualify.

For emergency lighting puposes, the exterior landing has to be lit if the building has two (2) or more exits (1006.3). Somehow if you have only one exit, you can see in the dark :confused:?

Thanks,,,that's probably close to what he's basing it on. I haven't asked for an article, so I'm not sure what he's quoting
