What's the purpose of the shunt trip? If it's just to kill the power without entering the room than just outside the door should be sufficient. As you've stated you will probably need to ask.

It seems kind of pointless to lock the PB if you want to use it to trip the main in some kind of emergency. It might be there primarily so maintenance personnel can remotely shut off the main to the switchgear as some kind of misguided safety feature. I would be inclined to ask both why and where. If it is intended as a safety feature it would seem pointless to put it near the switchgear.
