Remote Wireless Switch

Would the remote (slave) part of a wireless switch count for one of the switches at the top or bottom of steps that require a switch at both levels?
 
It serves the purpose of the code to turn a light off at the top and bottom of a flight

Shouldn’t be a problem at all.
I’ve been installing a lot of the Cassetta switches recently. Got a pretty good range even through walls and out to a detached garage. There is even a kit that makes the remotes look like a regular decora switch.
Just set some up in a commercial garage. The owner said the mechanics keep leaving the lights on when they leave. Installed a single main switch with a contactor to shut them all off using his smart phone. The app shows wether they are on or not, and still have local control at the entrance.

I use them too. But all my installations have been in existing buildings/dwellings. The situation here is a gutted house that is being rewired (not by me) and it would be difficult to get wiring into the basement from the upstairs. It will be inspected and I just wondered if the inspector would agree that it should meet the requirements.
 
It is no longer a slave but a companion switch--get with it....lol

It is a good question if you are saying that the companion switch is a battery remote, however it is a listed wall-mounted controlled device as the code states

That just makes the remote look like a wall mounted Pico. Not a decora switch.

Yes, a decora dimmer, not a regular decora switch.
Frankly, the Pico remotes do match the Caséta dimmers anklet exactly so that's good. Although I don't particularly care for the look of the Caséta, it just looks busy. I tend to go for the Lutron Diva or Maestro dimmers in a home that has Decora switches (obviously no "smart" features with those options)

Caséta with a Pico is a good choice for the OP's situation, although I echo their concern that the walls ARE OPEN and an inspector might feel they NEED to wire in a 3wy.

I also like Insteon 2477S (or 2477D) for wireless 3ways. They get powered with 120 to each device, then you pair them together. We've used them a lot over the years. Never had one fail. They also have little controllers you can install in a jbox to do creative things if you can't get a wire there.
