Removable Bollards

I have a client that wishes to place removable bollards 18 to 24 inches away from the front and rear of a new 60 amp 12KV main switchboard. They wish to place the gear in a parking area. The code is stating 5ft clear as does the utility but I need a little help convincing the client it will not work. Any help is appreciated...unless you have seen it done before??
 
Not that it will carry any weight but IMO if the bollards are removable by any one that needs the required clearances it should be allowed even if it has to be by "Written Special Permission"
 
One of the problems with them being that close is unless they are strong (which removable most likely would not be) they could be pushed into the equipment if hit hard enough.

Which is ironic because that is exactly what they are there to prevent. But it might keep the car damage minimal. 😄
