Removing FS

This is a manhole with 600v DC cables from utility for subway tracks. We're being asked to remove the firestop/seal and reseal. It seems very unsafe to do so while live, correct? How they heck would one even get all that firestop out?

I wouldn't consider it.

Is it firestop or duct seal? It looks like duct seal which would be easier to remove than firestop.
