Renovations and the NEC

I have a project where the owner wants to replace existing aging transformers. The existing conditions of the electrical rooms pose some space restrictions. Mainly transformers installed under panels. Would this be an issue where there may be jurisdictional description on whether an existing violation in the renovated area must be corrected. Bottom line, the transformers would not be replaceable if current NEC guidelines on working space requirements, 110.26(A), were enforced.
 
Where are these transformers located? In NJ we have a rehabilitation code that would may allow this without the required clearances.
