Just want to check that I understand this....

I have a repair garage and the floor up to 18" is a hazardous area. Everything above the 18" can be installed a non hazardous instllation?

If I avoid the 18" zone with my receptacles and other equipment I am fine...?
 
As long as everything is fed from overhead and not coming out of floor (seal offs would be needed). Also, all receptacles (120 Volt) must be GFCI protected.

its not as simple as that, you might want to read article 511. 511.3 explains very clearly what areas are to be classified.
