We don't see exterior SER here like you do back east, if the outer jacket is worn due to sun and weather but the interior cables are fine and not weathered, how or what would you use to repair it? cut and replace or wrap it with 10mil tape?

Very short section, a rap or two of good tape. Otherwise leave it alone. Touching it opens a can of worms.
