Replace Ground Wire to Ground Rod

I have a 200 amp service. As I see it, there are 3 grounds:
1. Ground wire within feeder cable from transformer (aluminum)
2. Ground rod wire - #6 bare solid copper (about 8' long)
3. Ground wire to incoming copper water pipe - #4 bare solid aluminum (about 20' long)
The existing #6 ground wire from the ground rod is extremely tight, no play at all. I am in the process of finishing the basement and want to frame around the box. I would like to remove this ground wire and replace it with a longer one so I can route it within the framing.
My plan would be to add the framing, add the new ground wire from the ground rod to the panel and then remove the original ground wire.
At no time would the system not be grounded.
Does this sound like the correct steps?
Should I turn off the main breaker before doing this?

Before I reclose this thread, I will add that electrical engineers are more than welcome to participate in this forum. I have learned more than I could repay from the members of this forum. We just can't help a person who is not an electrician to perform their own electrical installation work.
