existing ac 6/3 w/g romex feeder to be used for 2 new outdoor ac units new mfg. label 15a ocpd breaker and 35a ocpd breaker .can I install a pvc junction box and install 2 circuit 70a ac load centers to supply the 2 new ac units.

If the units are fairly close, I'd use a single 4-ckt panel.

Yes but if he needs a receptacle there and since he has 6/3 he could use a 6 circuit panel and solve the receptacle issue.
