I am performing a building review and must provide pricing for replacement equipment, what should I carry for replacing the following equipment, one-forone, i.e. no new wiring(in a perferct world!) just disconnect remove old equipment provide new and reconnect wiring:

400A fusible disconnect, NEMA 3
600A fusible disconnect, NEMA 3
4-bank meter-module with 175A, 208V, single-phase breakers for each meter to feed apartments.

I'm not sure I understand the question. What should you carry... insurance wise? What should you carry... tools and extra materials on the truck wise? What (of this equipment) should you carry by hand and what should be carried by a dolly or forklift?

cost to replace the equipment. I am working for the owner who needs to put a budget together for future capital repairs.

So you want to know replacement cost for future work in an unknown part of the country. That's pretty much impossible. You should contact local contractors. They may even have done work on these apartments before and will have some idea of cost. For materials cost contact the local supply house.
For a real cost estimate you need to know several things.
1. Are you replacing 50 of each or just 1.
2. Is the work to be scheduled or emergency.
3. Is the work to be done in the next three months or 2 years from now.
4. Does the contractor choose the replacement materials ( brand wise, El Cheap-O ).
5. Does this contractor know your company, are they taking a chance, do they get all your work.
There are many variables. Even if you called locally I would want to see the situation myself before quoting price.

it is the MA area and I have spoken with a local contractor but was just looking for someother numbers. This is not an emergency situation, just a building report to a prospective owner which I need to represent to him the approximate cost to replace the equipment. not looking for concrete numbers just an approximation.

Okay, I'll bite:

400A, 3P, NEMA 3R, 240V max rated fusible disco is $1368 plus 2 hours labor to remove, 3 hours labor to install. Fuses are 3x50.00 each
600A, 3P, NEMA 3R, 240V max rated fusible disco is $2771 plus 2 hours labor to remove, 4.25 hours labor to install. Fusese are 3x100.00 each

Is meter center indoors or outdoors?
120/208 meter center, 800 amp buss, 5th terminal sockets, 2 pole, indoor, 4 meter locations and installed tennant breakers is $1621 plus 2.0 hours to remove and 3.10 hours to install.

Be advised that I would be very hesitant to re terminate any existing cables that don't route near perfectly into the new enclosures. You may also have to budget for some conductor and conduit replacement depending on the layout.
