I am having a hard time finding what I am looking for. If you buy a new dryer and the old dryer is a three wire receptacle do I need to update wiring? Either the NEC or my state code allows you to not have to upgrade but I can not find either one in writing.

Just yesterday, I relocated a surface-type dryer receptacle, nippled about one foot to a 4" square junction box under the panel. The dryer had a 3-wire cord, the bond jumper between the neutral terminal and the cabinet had been disconnected, and a separate green wire run from the cabinet to a cover screw of the J-box.

As this was within inches of the water heater, it would have been nice if the J-box had been grounded.
