Replacing bussing

I have a old Zinsco panel that the bussing is burnt, we did a service subpanel all the existing loads were moved to a new sqd panel. The only breakers that are in old zinsco is the main and one 100 amp feeding the new service subpanel. Inspecter told me I cant replace bussing from a old zinsco panel that I have that is perfectly fine. I have to buy one that is ul listed. My bussing that I want to use is ul listed. He said it’s code but could not give me a code reference. Is he right

Is this a meter base combo?
Your new bus bar should specifically state it was designed as a repacement for that speific panel?

It’s a meter main combo. I want to take a perfectly good bussing that I have off of an old used zinsco panel. Same exact bussing

Their is still one of those on my folks house in NC. 50 years is a long time for an outside panel. But it's still okay.
Being in California. You might try telling the inspector, say "they're not cheap they just don't like wasting materials. ;)
