Thats right, inspectors can Red Tag if GFCI testers wont trip the device.
Especially if 250.114 cord & plug motor loads are in use, plugged in, or occupants confess to using the vacuum cleaner, hair dryer, or any other portable motor tools & appliances, not marked to indicate a double-insulated cord.

The "right" way to use a plug-in GFCI tester with non-grounding or non-grounded receptacles would be to plug it into a grounding cheater with the green tab or wire extended and clipped onto a known ground.
While looking for a picture of a tester plugged into a cheater, I happened upon this. I don't now whether the wire connects to the plug or the receptacle, but I'm guessing the latter. You could easily make one.
